This is a meet-together course (POLSCI 489.014/688.010 and FTVM 404.001). In this project-based course, students will learn how to produce Public Service Announcements (PSA) that seek to inspire student voter registration and participation in the very important November 2022 election.

Control of the US Senate and House are both at stake. Redistricting will impact US all US House and state legislative races, many states will be electing governors, attorney generals, and secretaries of state, and petitions are being circulated in many states to put ballot proposals on the November ballot. Students from the Department of Film, Television, and Media (FTVM) and the Department of Political Science and other units will work together to conceptualize, produce, distribute, and evaluate a series of PSAs and social media messages that inform their peers and encourage them to take part in the election.

Students will develop expertise in the substantive areas of political participation and political communication, with a particular focus on college students. They will also gain first-hand experience in storytelling, short video production, and effective strategies for distributing the PSAs. The short time between the beginning of the semester and Election Day will accurately simulate the common timeline for producing PSAs designed to motivate viewers to act.

After analyzing PSAs intended to motivate viewers to act, students will determine the best story format (narrative, documentary profile, etc.) to engage, inform, and move college students to act. They will then go on to write and produce PSAs and develop a social media distribution plan to reach this audience. PSAs will be distributed through a variety of online media, including social media and campus media, prior to Election Day. Students will also carry out evaluations of the PSAs through focus groups and surveys.

Students will be divided into three teams:  Research, Production, and Distribution. Students with production experience (primarily FTVM students) will be the Production Team. Other students will make up the other two teams.  The Research Team will take the lead in assembling social science knowledge about how communications like PSAs motivate people to act.  The Distribution Team will develop and implement a plan to distribute the PSAs through a variety of digital media.  The Research and Distribution teams will collaborate on a plan to evaluate the PSAs through focus groups and surveys.


Course Requirements:

Assessment is based on class participation (25%), peer evaluations (15%), and faculty evaluation of the teams and the PSAs produced in the course (60%).

Intended Audience:

This meet-together course is designed for students interested in video production and/or understanding and affecting the political participation of college students. It is open to undergraduate students in FTVM and to both undergraduate and graduate students in Political Science and other units.

Class Format:

A joint class session with both FTVM and Poli Sci students will be held on Tuesdays from 10-1 and then the FTVM students will continue production planning from 1-2. The teams will meet occasionally during class or outside of class (in person or virtually) to organize their work. Classes will include the showing and discussion of various PSAs, breakout sessions for the teams, presentations from the teams, and breakout sessions brainstorming story and script ideas for the PSAs to be produced in the course.
