Services Performed by LSA Human Resources
LSA HR is responsible for managing the HR activities that impact LSA employees in the U-M Career Family Classification System and employees represented by U-M labor unions (primarily LEO, GEO and AFSCME).
Information about the services that LSA HR commonly provides appears below and is organized by functional areas of the human resource profession:
Recruiting and Employment
- Consult on job postings and the eRecruit applicant management system.
- Provide guidance on identifying employee recruitment sources.
- Include diversity-oriented sources.
- Develop and maintain employee selection tools/procedures (reference checking, interview questions, etc.).
- Review and approve all staff employment offers (salary reviews, advice about salary negotiations, etc.).
- Provide guidance on employment-based immigration issues for staff positions.
Training and Organizational Development
- Maintain and deliver training programs on HR-related topics
- LSA New Employee Orientation (NEO)
- New Key Administrator Orientation
- LSA Performance Management System
- Work Planning
- Performance Counseling
- Performance Appraisal
- Identify non-LSA staff training resources
- HRD, ITCS, external vendors, etc.
- Advise departments about managing significant organizational changes (reductions-in-force, reorganizations, etc.)
- Participate in departmental administrative reviews
- Develop, administer and monitor the College’s professional development and tuition support account
- Facilitate the LSA HR Council
Compensation and Job Classification
- Provide day-to-day salary reviews for staff status changes (new hires, promotions, demotions, transfers, etc.)
- Maintain and administer LSA compensation programs
- Base Pay Program
- Annual Salary Program
- Quarterly Payment Program
- Advise supervisors about supplemental pay options (PeoplePay, etc)
- Administer and assure compliance with the University’s job classification system
- Develop, administer and monitor employee non-monetary recognition programs
- Staff spotlight
- Staff service and achievement awards
Employee and Labor Relations*
- Provide information and guidance regarding employment laws as well as University policies, procedures, and practices
- Counsel supervisors regarding difficult employee situations
- Employee discipline
- Grievances
- Employee separations
- Employee health issues in the workplace
- Develop, administer, and maintain employment-oriented policies and programs
- LSA Attendance Management Program
- LSA Flexible Scheduling Program
- Participate in union contract negotiations and administration*
- Primarily LEO and GEO contracts
- Limited administration of the AFSCME contract
University and College Service
- Represent the College on various University-wide committees
- International Center Advisory Board
- LSA Immigration Liaisons
- FASAP Advisory Board
- Unit Liaisons to MAIS and for the HR system
- HR Communications Group
- University (Job) Classification Advisory Committee
- VOICES of the Staff
- HR Records and Information Systems (HRRIS)
- Measure the effectiveness of HR activities and programs
- Advise departments about completing employment transactions via HRMS and Wolverine Access
Each LSA department has an assigned HR contact and departments are encouraged to work with that contact for all the HR services discussed above with the exception of labor relations. Jim Burkel is the primary contact for any labor relations issues that arise in LSA. You are ultimately welcome to contact any member of LSA HR if circumstances support doing so.
