Nataša Kandić, Humanitarian Law Center, Belgrade
“Establishing Truth and Responsibility in Post-Conflict Societies”

Nataša Kandić, the founder and executive director of the Humanitarian Law Center. Born in 1946, and first working in housing issues for the Trade Union Organization, in 1992 Kandic formed the Humanitarian Law Center, Yugoslavia’s premier human rights organization. Known for meticulous investigative work despite the extreme danger, HLC has been relied on by the War Crimes Tribunal to research human rights abuses in wartime.

HLC also represents victims before tribunals, and is a legal pioneer in bringing claims against the Serbian and Montenegran governments. HLC provides legal assistance to refugees for land claims, citizenship, right of return, pension payments, and property ownership rights, among others. Ms. Kandić is a recipient of the Human Rights Watch Award (1993), US and EU Democracy and Civil Society Award (1998), Martin Ennals Award (1999), Lawyer's Committee for Human Rights Award (1999), National Endowment for Democracy Award (2000, with Veton Suroi), Geuzenpenning Award (2000, with Veton Suroi), the Hebrew Union College-Jewish Institute of Religion Roger E. Joseph Prize (2000), the Alexander Langer Prize (2000, with Vjosa Dobrun), and the Northcote Parkison Fund's Civil Courage Prize (2000). On 31 May 2001, she was awarded a honorary doctorate by the University of Valencia, Spain in recognition of her longstanding human rights and humanitarian work. Her name was also on Time magazine's list of 36 European Heroes in 2003. In 2003, Nataša Kandić received CEELI Award from the American Bar Association. In 2004 she was awarded Homo Homini Award by the People in Need Foundation.
