The last twenty years have seen the development of the subprime mortgage market and a noticeable increase in homeownership rates. Almost ten million families are new homeowners. Many of them are happily in their homes, getting capital appreciation, and building wealth. Some of them have lost everything through the foreclosure process. The stress on homeownership has been questioned—is the country pushing homeownership too hard, in a risky manner? Moreover, even with all the new homeowners, are there measures we could take to reduce financial risk and lessen foreclosure? The paper inquires into these questions. Edward Gramlich is the Richard B. Fisher Senior Fellow at the Urban Institute and the Richard A. Musgrave Collegiate Professor at the University of Michigan's Gerald R. Ford School of Public Policy. Gramlich came to the Institute in 2006 following a year as interim provost at the University of Michigan. Prior to that he served as a governor on the Federal Reserve Board from 1997 to 2005.
