Michigan and twenty-eight other states have enacted legislation that mandates increases in the amount of electricity that they use from renewable sources. Michigan voters face a coming ballot proposition in November that would amend the state Constitution to increase the level of renewables in use to 25 percent by 2025. This CLOSUP panel will examine this proposal, including a newly-released report from the Citizens Research Council of Michigan and reflections from scholars who have examined the experience with renewable portfolio standards in states across the nation.
