Kate is a Ph.D. candidate in the Joint Doctoral Program in Political Science and Health Services, Organization and Policy. Her research interests include bureaucratic delegation, lobbying and advocacy, state health politics, and health insurance policy and regulation. Her dissertation investigates how bureaucrats enlist the help of others in order to evade political controls and influence policy outcomes. in her project, she outlines institutional conditions that make bureaucratic policy activism more likely and explores the bi-directionality of administrative lobbying.
