Information for New Morley Scholar Recipients   

All Morley Scholar recipients are notified by the English Language Institute (ELI) if they have been awarded funding.

Morley Scholar recipients from outside the United States who are non-U.S. citizens need a DS 2019 (Certificate of Eligibility for Exchange Visitor (J-1) Status) and a U.S. J-1 visa to come to Ann Arbor as a visiting scholar. Canadian citizens need a DS-2019 but do not need a U.S. visa.

ELI will contact Morley Scholar recipients for the necessary information the ELI needs to submit the request to obtain the scholar’s DS 2019. Once the ELI submits the information, it takes 3 to 5 weeks for the request to be processed. ELI then sends the DS 2019 to the Morley Scholar. The U.S. Department of Homeland Security requires a fee of $100 for all J-1 program applicants to cover the costs of the operation of the Student and Exchange Visitor Information System (SEVIS). Information on SEVIS and required fees and instructions are available on the U.S. Immigration and Customs Enforcement Web site. The scholar must have the DS-2019 before paying the fee. After a Morley Scholar has registered and paid the SEVIS fee, he/she contacts his/her nearest U.S. Consulate or Embassy to apply for the J-1 Visiting Scholar visa.

Scholars can receive their Morley Scholar stipend (financial award) only if they enter on a J-1 visa. U.S. regulations require that a scholar provide evidence of a minimum of $1,500 for each month in the U.S. The minimum is higher for those with dependents.

ELI arranges air transportation for Morley Scholar recipients. ELI must arrange ticket purchasing no later than 60 days in advance of the scholar’s travel date. Ground transportation is the responsibility of the scholar. ELI advises and assists Morley Scholars with housing, but Morley Scholars are responsible for arranging their own housing while they are in Ann Arbor. All visiting scholars, including Morley recipients and all accompanying dependents, must have health insurance coverage that meets the standards of the University of Michigan.
