Sarah is a research area specialist in the Testing and Certification Division of the ELI where she has been a staff member since 1983. She oversees development of the ECPE and ECCE and is involved in administration, research, and review of various ELI English language examinations particularly the ECPE, ECCE, and GSI-OET. She is a consultant to students, staff, and faculty about English language proficiency issues. Her publications include ELI tests and oral examiner training manuals and she investigates, publishes, and presents on many topics related to language assessment, particularly the assessment of spoken language and listening comprehension. Sarah was an originator of the MiCASE (Michigan Corpus of Academic Spoken English) project at the ELI.
Sarah first became involved in teaching English to nonnative speakers as a Peace Corps volunteer in Yirgalem, Ethiopia, and later served as a K–12 ESL Specialist for Madison, Wisconsin, public schools. She also has been an instructor of English as a foreign language at Kuwait University in Kuwait and a lecturer of general linguistics and English grammar at University Mohammed ben Abdulla in Fez, Morocco. She has a BA in English from Hanover College and an MS in international education and PhD in English education from Indiana University.
