About Natalie Nordby Chen Natalie Nordby Chen joined the English Language Institute’s staff as the Test Development Manager in 2007. In this role, Ms. Chen directs activities that support and strengthen ELI’s existing testing programs, and participates in the design and creation of new language assessments.  She leads a team of outstanding test developers and serves as part of the Testing and Certification Division’s senior management team. Prior to her arrival at the University of Michigan, Ms. Chen founded and maintained a successful consultancy as a language specialist:  developing tests and educational products; conducting item writing and rater training workshops; and serving on professional review panels for a variety of assessments, ranging from the pre-K to adult certification levels. In addition, she spent a decade on the test development staff at Educational Testing Service and taught ESL and EFL in university and intensive language programs in the United States and in Taiwan.
