- Detailed Information: In examining the failure of the international community during the genocide, Kagabo focuses on both the general attitude and responsibilities of the United Nations and, more particularly, those of some of the permanent members of Security Council, especially France and United States. He bases his analysis on official investigations, including Belgian and French parliamentary investigations, OAU and UN investigations, and others. He then turns his attention to the international management of the consequences of the genocide, including economic and/or political assistance to Rwanda and to the work of the International Criminal Tribunal for Rwanda (ICTR). This segment is based on new ITCR materials that Kagabo examined last July during a visit to Arusha.
