About Stephen O'Connell Stephen moved to Ann Arbor to join the English Language Institute's Testing and Certification Division in May 2007. Stephen has taught EFL to elementary and middle school students in Seoul, South Korea and ESL to adult learners in New York at Westchester Community College and Bronx Community College. He began working in English-language assessment as an item writer and spoken-English assessment rater while living in Seoul, South Korea in 1997. He spent the two years prior to joining the ELI as an ESL assessment specialist with Harcourt Assessment in San Antonio, Texas. Despite developing a deep fondness for enchiladas, Willie Nelson, and the desert, he is happy to be back in a land with four seasons.
