Zwei Welten, made on the occasion of the Reichstag elections of September, 1930, is one of the most formally interesting election films of the Socialist Party of Germany. Using montage, the film constantly contrasts rich pleasure-seekers and poor proletarians. Because Hochbaum was not permitted to film persons in power, the film combines documentary footage with staged scenes.
