David Simon is the CEO of TriStar Payments focused on the distribution of corporate funds through prepaid and debit cards in the Higher Education and Specialty Finance Sectors. David also serves as a Head of Prepaid Cards & Senior Adviser for Payment Solutions for One West Bank, Pasadena, CA, championing the banks credit, debit, and prepaid card products with the Los Angeles Lakers, and Magic by Magic Johnson, a new Reloadable Prepaid Card.
Previously, David was an EVP in the North America Consumer Banking Division at Citigroup, and during his 13-year tenure at Citi, held a variety of business management, Internet and channel management, business development, and legal roles. David led the Citi Cards Customer Engagement organization and was responsible for deepening client relationships and maximizing profitability through cross-sell, channel management, analytics, and retention. His team managed over 2 Billion customer contacts, resulting in $2B in revenues, $1B in EBIT, and $10B in new loan volume. David managed all customer-facing channels for Citi Cards, including Internet and Mobile, Phone and Branch Sales, Statements/Letters, and Customer Retention, and was responsible for the integration of Citigroup’s Banking and Cards Internet Services. David previously ran Citi Cards Small Business Organization, managed Internet Business Development for Citi globally, and served as legal counsel to Citigroup.
David was also Counsel to the Board of Governors of the Federal Reserve System in Washington, DC, where he concentrated on bank merger and acquisitions, as well as electronic commerce matters.
David served as a board member of Citibank (South Dakota), N.A., and is currently on the National Board of Operation Hope, a charitable organization driven to provide financial education worldwide. David was a member of Citigroup’s Management Committee (2006-2008) and was named to the "40 under 40" list for Crain's New York Business in 2005.
David graduated from the University of Michigan and Boston University School of Law. He lives in NY with his wife and their two children.
